This brings up an interesting point. Groups requesting public involvement often use various delaying tacticts to hold up a project because they feel removed from the process. It may be valuable to just accept that several months will be needed to coordinate with groups, and that this time can be spent either fighting lawsuits, permitting appeals, etc., or it can be spent coordinating with the groups as they formulate their opinions and approaches.
