After reviewing the first draft again and all the comments offered over the past ten days, I think that the purpose of creating a new master plan would be best served by pruning the focus down to what are truly master plan elements: a general framework, major definitions, and overarching expectations The master plan should describe:

(1) The state's major goals and expectations for education and include specifics about accountability (such as a competent teacher in each classroom, better links among the educational sectors, and expansion of the partnership agreements throughout higher education).

(2) important governance/structure changes (such as the K-12 rearrangements, reform of the community colleges, and statewide coordination), and

(3) finance changes to realize the goals and be better aligned with the governance/structure of the new system (adoption of the K-12 Quality Education Model, stabilization and equalization of higher education finance, a reformed student fee policy, expansion of local revenues, and a new approach to capital outlay). While some details can fill in and explain concepts, these three should be the organizing categories for the master plan if it is to serve its main function of directing and organizing California's educational establishment.
