RE: Adult Education
In response to Mr. Ratliff's comments about adult education. If we are looking as you say, to "reduce redundant administrative structures that drain resources that could otherwise be directed to direct student services", then why not place administrative supervision for all of adult education within CDE. The data shows that 2/3 of all non credit students attend k-12 adult school programs so just maybe something is working properly with those k-12 adult programs. We must remember that these students have choices on where to pursue their education and the vast majority are choosing k-12 adult programs. Why? Maybe the committee would be well served to find out. I find it interesting that Rec. 38 wants to transfer administrative oversight to the community colleges while Rec. 19 indicates a real need for for "qualified leadership for California Community Colleges." The recommendation references the 2000 report of the Community College Leadership Development Initiative and "in particular, the report noted that political factions sometimes prevent campuses from making important decisions, and that frequent turnover of executive officers and low campus morale have contributed to a deterioration of institutional effectiveness." And the Master Plan wants to tranfer administrative authority for adult education programs to the community colleges? |
