I have read all of the postings regarding adult education, and I see the concern that has already been expressed regarding Recommendation 38. I wanted to elaborate on an additional point: the role of volunteer-based programs. Over 50,000 adult learners receive at least 12 hours of instruction every year in volunteer-based programs. Adult learners often enter volunteer-based programs because they cannot meet the attendance or scheduling or entry requirements of community colleges or adult schools. Volunteer-based programs provide "anytime, anywhere" instruction, usually for the "hardest to reach, hardest to teach" learners. ESL learners at the lowest literacy levels and learners with learning disabilities find that volunteer-based programs provide the individualized attention they need. I am greatly concerned that there is not a single mention in the Master Plan of the role for volunteer-based adult education programs. Recommendation 38 would only make the situation worse for adult learners.
