The community college system administration, in order to function as an effective link in the educational continuum of California, needs to have the autonomy and authority of the other elements of the public higher education system on California. The structural overhaul that is proposed in the plan grants the system the authority and responsibility to administer and coordinate the system more effectively, while also allowing for responsiveness to the local communities that the districts serve. At the state level, community college administration should be more closely aligned with the UC and CSU model and less like the system for K-12 administration.
