Most of this so-called local revenue is actually state revenue. The portion of the property tax within the 1% assessment limit established by Prop 13 should not be considered local revenue. It is set by the functions of a state initiative and the subsequent actions of the legislature. As noted, it offsets dollar for dollar the state ADA funding. This portion of the property tax is in essence a state tax used to meet state formulas for funding. The exception is the additional local revenue above the ADA retained by basic aid districts.

True local revenue consists of parcel taxes, local education foundations grants and to some degree, local facility spending.

I don't understand how raising local revenues above the equity formula funding in some districts doesn't undermine the rationale for equity funding, which if I understand correctly, is still the law.
