If we are to achieve local control, shouldn't localities have greater ability to raise funds. however, if the state has the responsibility to insure adequacy - then the state must take the lead. The fact that California lags behind the rest of the nation in per pupil spending is the primary indicator that we must change the manner in which schools are funded. based on current resources, that would mean taxes in all likelihood would have to be increased .
