While that would be a nice theory in practice it would not work. There would be no incentive for "Watts", your example, to raise it's own money if they were going to get it either way. There has to be an effort if they are asked to raise their own funding. I do not think the schools should be in the business of raising money but should stick to their purpose of teaching our kids.
