I am concerned about Recommendation 45 of the Funding Model. Rec.45 says that the state will allow individual school districts to raise part of their own financing for their schools. What troubles me is that some school districts are much better able than others to raise additional funds, e.g. Beverly Hills vs. Watts. Surely this will undercut our efforts to achieve equal opportunity for all children. I suggest that all funding of schools be equal. If Beverly Hills raises "X" amount of additional dollars, then the state should provide Watts with a matching amount.
