Recognizing that each child arrives "wired for learning" and has innate multiple learning instincts, we must assure that each and every parent, in the first place, and then each and every educator, is fully aware of those facts of our human nature and is attendant to that process and practice within her/his own life and learning.

To begin, we ought assure healthy parenting education, most effective at the time of birth of her/his/their children. We must assure early on quality school readiness preparation, within sufficient quality child care programs and within preschool programs, available to every child no later than 4 years of age.

Recommendation 2 and 3 of the draft report begin to address some of these needed concerns. However, I would extend the suggestion for an "individualized plan for each child" to include not only each and every child's transition from early education to Kindergarten but throughout his/her education in K-12. Such a plan in its development, must include the parent as critical partner.

Today, I would like us to consider whether or not the draft report recommendations go far enough in the area of school readiness to provide the crucial foundation for a wrap around system of public education that will nurture a child's natural instinct for learning and not impede his/her process or development. If the draft plan does not go far enough, what is missing that needs to be considered in the final draft?
