The point about a one size fits all solution for underperforming schools is important. I suspect that these schools are in need of more attention and resources. However, a standard needs to be in place. Without a benchmark for students it will be difficult to determine allocation of resources. Rather than benchmark the schools how about the students? A pre-determined standard by age seems the most obvious.
