Ivan, I don't know which remedial high school kids you deal with, but this would not work in places I know, like Oakland or Richmond. First, the problems of remedial students are deep and the causes are complex and varied. Quick fixes are not possible. Second, if these students did get better teaching under this system, they would feel betrayed when you left. Third, there are no quick fixes to turn mediocre or burnt out teachers (the ones targeted in your plan, I assume) into A team clones.

Please give your views on these points.
