Attracting Special Ed teachers

Special Education classes are loosing teachers in this field at a rapid rate due to teacher burn-out, large class sizes (many in excess of 15 students), lack of administrative staff support and many other issues. How can we ensure that these specially trained and certified group of teachers receive the staff development training that they need and help them achieve the federal and state mandates required of them?  Since the master plan draft does not address special education issues, how can we as educators meet the needs of the professional staff members if we don't address special education matters?
