An interesting point has been made on accountability. Students should be assessed before they enter and exit an academic subject. I teach math and have found the UCLA algebra readiness a wonderful tool to assess my students ability in math. At the beginning and the end of the year, I test my students for prior knowledge in the beginning of the year and growth at the end of the year. I am pleased to say that my students show an increase in content knowledge and conceptual learning which validates me.
