A "rigorous and challenging", "single curriculum" would leave out the need of students who are not entering college or university immediately after high school. High school graduates not entering college/university, as well as drop-outs attempting to enter the "workforce" find very quickly that better jobs demand skills not taught in high school, nor in higher education, thus they compete for unskilled jobs.
