"..an education culture that is inviting, safe, and places a high value on student achievement and teaching excellence, and a safe, well maintained physical plant.."
Well and good BUT how come there is no mention of the student. All of us who have work on school campuses know that the culture of the school teaches students many things, perhaps even more than the lessons learned in the classroom. For example,are students fearful of entering the restrooms? Is their a social hierarchy that accepts incoming students or do they have to make their way through a minefield of harrassment? Do the adults on campus take time to relate to their students in a way that lets them know they are more than ciphers in a grade book? Does every student know that he/she is valued whether or not he's a jock on the playing field, a classroom genius, or Miss Popularity"? Factors such as these determine whether students want to come to school, or whether they find any plausible excuse to stay home, and finally drop out.
