The master plan identifies the following variables as being very important to the creation of a quality education environment. These variable include qualified and inspiring teachers; a rigorous curriculum; current textbooks, technology and instructional materials; learning support services; quality administrators; an educational culture that is inviting, safe, and places a high value on student achievement and teaching excellence; and a safe, well-maintained physical plant.

>From the human factor (HF) perspective, though these variables are necessary for the creation of a quality education environment, they are not sufficient in themselves to forge the kind of quality environment students require to perform at their best. What students need to begin with are teachers, administrators, and parents who possess and are also able to exercise, integrity, accountability, commitment, good judgment, honesty, respect, responsibility, caring, and abundant love required to serve as true role models and mentors to the students. Only people who possess these qualities deserve to teach and educate our children. Quality administrators are individuals who possess these qualities and are also able to exercise them to the best of their abilities. Teachers, administrators, and parents must of necessity work together to create a hospitable environment within which each child can successfully perform at his or her best. In this environment, no student must be treated as a mere object or "thing." Instead, each student must be received, loved, cared for, and treated as a respectable human being--having rights and civil liberties. In such an environment, there is no place for any forms of hatred and discrimination. Every student must be treated equally and fairly. The teachers and administrators must make every child feel acccepted and wanted in the school environment. Disrespect and prejudice must be tossed out through the window. Every child must be given the necessary opportunity to participate fully and also exercise his or her abilities.

To successfully create a quality environment, those who work to implement the master plan need to recognize that quality education environment goes beyond the mere provision of resources, physical infrastructure, current textbooks, technology, and so. These items are nothing more than mere cooperating tools and/or factors. Their effectiveness in creating quality education environment depends on the quality of the human factor of those in charge and are directly involved in the children's education--teachers, adminstrators, and parents.

In conclusion, if we desire to use the master plan to create quality education environment, we must assist teachers, administrators, and parents to acquire the positive human factor (i.e., integrity, accountability, responsibility, honesty, love, caring, respect, sound judgment, etc.) they need to do so. Without these, our efforts may be fruitless a few years down the chosen path. Truly, "Ready Learners" require role models and mentors that possess the positive HF and are also able to create and sustain the human factor-based quality education environment.
