Cliff, I agree that the process is convoluted and can end up costing more money than it will save. An example of costing more would be: 1. We currently pay $72.00 per month for a 56k digital line in Bell territory. 2. I was told by our Bell rep that that rate is not able to be discounted. 3. The standard rate in our area for a 56k line is $180.00 per month. That is the rate to be discounted. You need a 60+ percent discount to make that up. so my questions are: Is the E-rate going to cost schools money or actually save them money when the total cost is counted.
