A School District can contract for Internet Access now or prior to 11/6/97. This is per current FCC orders, which states, "contracts signed before 11/6/96 do not have to be rebid or posted on the E-rate website. Also, contracts signed from 11/6/96 to the date that the FCC announces that the website is operational are also exempt from rebidding or posting, but only if their terms do not extend beyond 12/31/98." Clarification is needed on the following: School District ABC has an existing 1 year contract with an ISP as the result of an "informal" bidding process ie: the district shopped around. That ISP has consistently provided the least expensive service over a 1 or 2 year period in addition to providing a quality service. If, prior to 11/6/97, School District ABC contracts for an additional Internet connection from this ISP without requesting pricing from competitors will this newer service qualify for e-rate discounting?
