I agree that a school can't charge willy-nilly into technology without *some* kind of plan. That just is not cost efficient. We must have short, middle, and long range plans (long range plans being visionary yet amenable to change) of some sort. Perhaps a state-designed document is not necessary, but I do not think money should be given unless a district has a plan that shows thought, research, and planning that comes from *stake holders*. Notice that "stake holders* is *plural*. No.....*a* state-approved plan may not be necessary, but a "workable" plan certainly is!
