This might be a very naive point of view, but with universal service, could 
there not be and educational discount for those who are legitimately using 
the service for whatever kind of educational access, be it home school, 
classes, etc. There could be some form of documentation for these purposes 
that provide a discount rate. This way education would get its discount and 
the discount would provide an incentive for education. Life long learning 
is critical for an informed electorate.
