Dear Seminar Participants: In an idealistic and perhaps overly simplistic view of universal service I suggest the following: 1) If all telecommunications businesses in a given geographical area were to say to themselves" How can we assist libraries and schools in their efforts in the education of young people and the public at large?" the answer might well be to cooperate with all those involved: companies and public institutions. However, having read various submissions to the FCC over the past few months I gather it can't be that simple, particularly since there is a great deal of money involved. But my first suggestion is to asks the FCC to make as an objective the theme expressed in paragraph one above, and to do it on an equitable basis. 2) Make the telecommunications offerings to schools and libraries a "turn key" operation. Provide the training needed to qualified personnel at schools and libraries, and work with regional PEG access groups as well. Again, a cooperative effort is needed. 3) Congress has held out the carrot of Universal Service as a partial repayment for the enormous financial gain soon to be realized by very few companies in the Telecommunications area. I would like to see PEG groups realize some of the benefits universal service can provide, especially since many PEG groups have been trying to do what Universal Service aims to do. cal branche
