In Florida we have developed technology plans at the local schools that became part of the district plan that was submitted to the state. The state provides moneys to the districts in the form of a grant based on the plans then the individual schools write grants for a certain allocated cap based on their school technology plan. This may not be ideal, but as a result my school has been retrofitted(in progress) this has paid for teacher training as one third of the money has to be allocated for teacher training, software, hardware, etc. Our PTA has purchased through fundraisers one computer for each classroom in our 1000 student Intermediate school. WE may not be on the cutting edge, but without the state funding we would have very little. Just my two cents worth.
