Rather than focusing on technological competencies, educators need professional development that looks at content learning and how technology supports it, enhances it, and even provides learning that's impossible without the tools. Steve's finding that "teachers need resources and concrete examples of new pedagogy in action" speaks to that point. Look at the Franklin Institute or the Exploratorium for examples and also consider how teaching and learning change with access to primary sources such as those at the Library of Congress. Practical help for teachers that speaks to their need for classroom resouces and activities makes the difference. Learning to use the tools follows knowing what they want to use them for.
