Robert D. Reischauer is a Senior Fellow at the Brookings Institution. From March 1989 until March 1995, he served as the Director of the Congressional Budget Office (CBO). He had helped Alice Rivlin, CBO's first Director, set up the office in 1975 and served as the Assistant Director for Human Resources and Community Development and later as the Deputy Director. In 1981 Mr. Reischauer left CBO to become the Senior Vice President at the Urban Institute. In 1986 he joined the Economic Studies Program of the Brookings Institution as a Senior Fellow, a position which he left when he was named to be CBO's third Director.

Mr. Reischauer received a masters in International Affairs and a Ph.D. in economics from Columbia University and an undergraduate degree from Harvard College. He has written and lectured extensively on a wide range of topics including federal budget policy, Congress, health reform, social welfare issues, entitlements, the Medicare and Medicaid programs, poverty and state and local fiscal problems. Mr. Reischauer is the Chair of the Board of the Manpower Demonstration Research Corporation and serves on the Boards of the Center on Budget and Policy Priorities, The Academy of Political Science, and several other organizations. He is also an Overseer of Harvard University and a member of the Commission on Behavioral and Social Science and Education of the National Research Council. He is on the editorial boards for Health Affairs and the Public Administration Review and the Chair of the National Academy of Social Insurance's project, "Restructuring Medicare for the Long-Term." In addition, Mr. Reischauer is a member of a variety of advisory boards including the Congressional Budget Office, the Joint Committee on Taxation, the Committee for Economic Development and National Institute of Health Care Management.

Mr. Reischauer is the recipient of an honorary degree from Wheaton College, the Morris and Edna Zale Award from Stanford University, the Maxwell Spirit of Public Service Award from Syracuse University, the Heller School Award for Leadership from Brandeis University and the Award for Outstanding Public Leadership from Ohio State University.
