Putting links in the catalog is the obvious way. The problem is
that the web addresses disappear or change. Libraries need to
put sniffers in their catalog to hunt down dead links - a major
drag sometimes.
Another approach is to create bibliographic websites on the
library system that lead to books, websites, whatever, on
hot topics. Obviously that is labor intensive.
