PUBLIC INVOLVEMENT IN EPA DECISIONS

A National Dialogue convened by the U.S. Environmental Protection Agency
and hosted by Information Renaissance

Chet Wayland

Richard A. "Chet" Wayland has over 15 years of experience in air quality modeling, data analysis and information management. He has been employed with the U.S. Environmental Protection Agency (EPA) since 1991 and currently serves as the Manager for the Information Transfer Group within the EPA's Office of Air Quality Planning and Standards (OAQPS) in Research Triangle Park, North Carolina. His duties include the management of a technical staff responsible for the 1) development, implementation and operation of the AIRNOW ambient real-time ozone mapping and air quality forecasting program 2) operation of the OAQPS Technology Transfer Network (TTN), 3) development and maintenance of the OAQPS Internet and Intranet web sites, and 4) communication of OAQPS policies and guidance to the general public.

Prior to his position as Manager for the Information Transfer Group, Mr. Wayland was the lead emissions modeler for the Air Quality Modeling Group within OAQPS. In that role he oversaw the development and use of emissions inventories for numerous modeling efforts such as the Regional Oxidant Modeling for NorthEast Transport program and the Ozone Transport Assessment Group Program. He was also heavily involved in the development and implementation of the Emissions Preprocessor System (EPS 2.0) for use by States in their Urban Airshed modeling in the early 1990s.

Before joining EPA, Mr. Wayland worked for over 5 years as a computer programmer for Computer Sciences Corporation under contract to EPA developing software for the Regional Oxidant Model and supporting emissions systems. Mr. Wayland received his B.A. (1983) and M.S. (1985) degrees in Environmental Sciences from the University of Virginia.
