PUBLIC INVOLVEMENT IN EPA DECISIONS

A National Dialogue convened by the U.S. Environmental Protection Agency
and hosted by Information Renaissance
with additional support from The William and Flora Hewlett Foundation


Patricia A. Bonner

Pat Bonner wears two hats at EPA. She has been Director of the Agency’s Customer Service Program since August 1996. Her responsibilities include program and policy development, training, feedback and measurement coordination, and encouragement and support to all who participate on 11 cross agency committees, in the Annual National Conference or are interested in service improvement. Her other job -- since February 2000 -- is lead staff for EPA’s Public Involvement Policy and its implementation. She will be talking this morning about the Policy, public comments on it, the upcoming Web-based Policy Dialogue, and progress in developing the Agency’ plan for implementing the Policy when it becomes final early next year.

Pat has been with EPA since 1984 when she left the State Department in Canada and joined EPA as the Director of Program Management and Communications for the Chesapeake Bay Program in Annapolis, Maryland. Since then, she has been Director of External Affairs in EPA's Seattle Region, on detail to the White House as Director of Outreach and Education for Coastal America, and in the Office of Water where she worked as a policy analyst and developed the first measurement and tracking agreements with all ten regions. EPA and the education community in the US and Canada have recognized her with numerous awards for publications and communication excellence, as well as two Silver and Bronze Medals.

Pat has worked in the aerospace, oceanography, electronics and advertising industries, as well as county, federal and international government. She's also been a communications consultant, college instructor, trainer, and the owner of her own business. She is a graduate of Carnegie Mellon University and earned an MS from Renssalear Polytechnic Institute. On a more personal note, Pat is an avid gardener, designs and makes jewelry, enjoys jazz music and old movies, and has traveled to nearly 80 countries and all 50 states.
