Taylor,

I felt that Cindy's comments on Thursday were excellent and a good summation of
what we expect campaigns to accomplish. I don't have her comments printed up,
but I'll try to locate them again and identify them for you more completely.

I hope we don't feel that the progress that seems to be occurring in the Senate
means that we can turn our backs on this issue. The devil is in the "regs", and
unless there is a Federal Election Commission with power to enforce the
campaign finance laws and the funds to do that, we'll not see progress on this
issue.

I hope Dave Broder, the Washington Post columnist and an author of a book on
the reading list you provided us, sees the summaries of these discussions,
