I absolutely and TOTALLY agree! Your combination of campaign reform, which would limit the amount of TIME spent campaigning, with spending caps by each candidate (the amounts you suggest are NOT unreasonably low) seems like the best solution to the morass of campaign fnance reform. Throw in free air time, and the PARTIES themselves raising the money, instead of special interest groups (provided the parties don't turn to special interests for fund-raising), and this approach comes the closest to REAL campaign finance reform, of all the proposals being floated.
