Joan,

While I agree that there is no magic wand that will stop the flow of money, and that ways will be found to conceal contributions, still the best way to try to keep campaigns honest is to require full disclosure. Some non-profit groups can then sort through the data and post what voters need to know. In California, for example, the California Voter Foundation posts on-line the top ten donors for each initiative, pro and con. That definitely helps voters understand who will likely benefit, and makes the voting process less arbitrary. So disclosure is not a cure-all, but it can help.
