the seemingly unlimited size of gifts make certain donors stand out and thereby gain notice of a candidate, who in turn will do what the money says. however, if the gifts were regulated, these smaller gifts would be greater in number giving the candidate more voices to hear from providing more complete input reflecting the will of the poeple.
