Political war chests seem to be no more than an additional boost to a candidates effectiveness. I suspect the boost is mostly in the perception of the weight that candidate brings to the issue.
Being able to solicit dollars for political favors I believe is against the principles of participatory democracy.

I'm not sure it is possible to level the playing field by limiting contributions?
