Is it not the original version of choice #1 (of 25 years ago) that has gotten us into the current position?

The key paradox in all current reform proposals is that ANY presumably desirable reduction in legal contributions (soft, hard, in kind) from ANY source (individual, PAC, organization, etc.) will make it EASIER for personally wealthy candidates to win elections. In response, "ordinary" candidates will have an even stronger incentive than now to exploit real or imagined loopholes and/or to engage in actual illegal conduct.

Amendments addressing this offered so far both make the system more, not less, complex, and raise the likelihood of future failure of the reforms passing constitutional muster in the courts.
