Hello :
Perhaps a "Civics" course could include a brief exercise in
"... the permitting process, the rulemaking process ..., at the local, state, nat'l level." as a classroom group study about the structure of government and the participatory role of the citizen in his or her governemnt.
By the way, I liked your hockey analogy.
