You may also wish to mention that Tribes are considered Sovereign nations. I work with conservation districts and the NRCS and we take training (frankly cultural sensitivity training) so that we may better communicate with the tribes and listen to their needs and values. I would suggest that all of EPA could use such training called "Harmony Workshops". These have sucessfully been given in California for several years and have really opened some doors to the concept of the EPA, a federal regulatory agency, working with a culturally diverse collection of Indian nations.
