"Most people I work with have no understanding of the jurisdictional lines between regulatory programs and the corresponding decision making process, so I try to help them focus on how the decisions are being made and where communities can slot themselves into the process."

Tell us more about how you help them focus, please. What do you use to explain the multi-agency activities and the right pressure points to affect decision making? How do you help them understand enough but not be overloaded, and select the priority actions to apply their knowledge?
