Is there a place where I can get user-friendly information regarding the federal rulemaking process?

Schoolhouse rock did a great job of explaining how a bill becomes a law (Does anyone remember the song: "I'm Just A Bill"). Because I learned that as a child I have a general understanding of how events like conference committees and filibusters fit into the process. I even know how I can influence the process (indirectly) by contacting my legislator. I also know that there are times within the process when such contacts will be more effective and less effective.

However, the federal rulemaking process (which the citizenry can be involved DIRECTLY) is not as widely understood. As an extension educator, I would like to be able to explain to my stakeholders how they can become a part of the rulemaking process. I realize that there are public comment periods published in the federal register. However, without knowing in what context (and in what stage of the process) the comments will be used, I really don't feel comfortable asking stakeholders to submit them.
