Jim Colston makes four good suggestions for reaching the interested public with information and opportunities to become involved in permits and rules.

A national facility registry would certainly help EPA to organize its own processes for providing permit information along the lines Jim suggests. It would also help people to proactively seek information (on their own initiative and schedule). And, it would help integrate relevant information held by EPA and by the states.
