Hello! I'm Jeff Carter, an Environmental Compliance Analyst with the Eastern Municipal Water District, east of Los Angeles in Riverside County, California. I've come up through the ranks of Pretreatment, and am currently involved in reporting information to our customers and the larger public (e.g., Consumer Confidence Report & Public Health Goal Report).

I suggest that documenting what efforts were made to involve and include those impacted by the activity to be permitted be included in the permit fact sheet.

This record would certainly draw appropriate attention, and provide 'seeds' for subsequent growth (I tell staff to steal the best) as well as provide targets for various groups to exploit.
