Not only Chambers of Commerce -- but the national trade
assocations representing the small businesses. As you pointed
out, many small businesses do not have the energy and/or
resources to participate. And, if the Agency defines a "small"
business as one with 1,000 employees -- it is a disservice to
truly small enterprises.

It has been recommended that the Agency contact the relevant
trade organization, and then they can often provide a small
business representative.
