I agree and disagree -- and it depends on the policy issue under debate. If it is a local/state issue, then it is most appropriate for the state and/or local agency to take the lead in outreach. If the issue is at the national level, then it is the responsibility of the US EPA to determine which, if any, local areas would be most impacted and work with the local areas to determine proper representation.

By working with local/state agencies, you are able to achieve a higher degree of participation.
