Good Morning.  My name is Marci Kinter and I represent the screen
printing industry, a small business sector of the printing
industry.  I have been involved, and still am involved, in a
variety of collaborative efforts.  Most notably, I was an active
participant in the CSI process and still participate as a member
of the NACEPT Subcommittee on Sectors.

Greg raises an interesting point -- "environmental policy with
broad implications to mulitple stakeholders is a candidate for a
collaborative process." I would agree that on a policy level
collaborative processes work well.  The FACA process is an
excellent example.

I do offer a few caveats -- I encourage the use of professional
facilitiators, namely outside third parties.  While I do
understand the the Agency does have a corps of facilititors, I
find it is extremely difficult for them to remain objective.
Oftentimes I find they switch hats mid stream which violates
their objectivity.

What are the experiences of others with facilitated, or even
non-facilitated collaborative efforts?
