First, if we cannot make any educated statements about exposure, then it's time to stop releasing chemicals into the environment, the workplace and our homes.

Second, I have yet to know of any government agency that is not afforded qualified immunity. In the course of doing the agency's job, announcing that a release has occurred and the possible affects is simply doing its job. I may not get cancer from smoking cigarettes, or get killed because I wasn't wearing a seatbelt, but that has never stopped regulatory agencies from "protecting my health" through a plethora of laws and statutes. Any landowner adversely affected by a polluter has a right to a day in civil court if their property has lost value.

Finally, if it is not the agency's job to educate, then why are we here? To inform is to educate, and *any* public servent plying his or her trade to protect the enviromnment should consider it part of the job to educate.
