Sue, people always wind up in a reactive position and know immediately that they have brought a stick to a gun fight, and are at a great disavantage.

The real life part of this is people try to find a qualified technical person that they trust, from anywhere they can, as soon as they can. Usually they do not even know they need information until the found technical advisor tell people what documents to get. All this time the clock is running and people are desperate.

The sooner people know about an issue, have the documents, and know the complete process being followed, the better people can participate.
FOIA would have to be almost overnight. Toll free phones work well.
