I'd like to add to the mix the role accessibility can play in public participation. Of course, as was suggested, it may depend on the level of involvement one is soliciting. But, for instance, are public meetings or hearings and the buildings they are held in physically accessible for those for whom inaccessiblity could be a barrier to participation? Are there sign language interpreters and assisitve listening devices made available for deaf and hard of hearing individuals? And are TTY numbers distributed with the other phone numbers?
