Good questions. I'm largely participating as a leap of faith not the Agency will suddenly change and start doing its job more fully and effectively on all levels, but rather than the discussion will generate important ideas and debate that will influence my and others' work and might have some impact on EPA's policy and actions. It's also helpful to get things on the record.
I've talked to several people, including one EPA staff member (who is not participating), who seem to think the dialogue is a big waste of time.
