I agree with Sue Van Patten about the technical language in EPA information. EPA proposals should be written in much briefer format and in common language that more people understand.

I have worked in manufacturing management for many years and it has been very difficult to continually review technicial information from EPA and other agencies. The use of simple reports is needed.
