Hello:

An aspect of community involvement which must be considered when contemplating methods of increasing public involvement is the real concern that elements of the general public can and do become coopted by the very parties which are ultimately responsible for the environmental contamination of their communities.

Sometimes communities are financially and/or politically
dominated by the very industry, single business, or government facility which is responsible for the contamination of their environment.
