Hi, my name is Bill Aird and I the Senior Environmental Officer with the Canadian Transportation Agency. I deal with environmental assessments of new rail projects and complaints (noise, smoke, coal dusting etc.) regarding rail operations. We too in Canada have experienced difficulties in identifying and involving the "affected public".

I am interested in Will's reference to "reputational sampling" and "snowballing". I have not come across either of those terms. Will could you clarify on what you meant by these terms and how they apply to identifying the affected public?
